Stephen A. Johnson - Director
Steve Johnson has over 25 years of experience in the environmental field. Mr. Johnson has served as both an environmental regulator and as a consultant to large corporations, small businesses, public agencies, and non-governmental organizations. During his tenure in the public sector, Mr. Johnson was an Assistant Director of the Arizona Department of Environmental Quality. He headed the Office of Waste Programs, which included the Superfund program, the Arizona contaminated site program, the emergency response program, the hazardous waste management program, the solid and special waste management programs, the UST/LUST program, the recycling program, and the pollution prevention program. Prior to that, Mr. Johnson worked for the US Environmental Protection Agency (USEPA) Region IX, as a hazardous waste enforcement chief, a Superfund remedial project manager, and a Clean Water Act inspector and enforcement officer.
Mr. Johnson serves as a testifying expert or consulting expert in disputes regarding the actions and costs to investigate and remedy contaminated sites, compliance with hazardous waste management requirements, and penalties sought by government agencies under all environmental programs (analyzing both the gravity component of a penalty and any alleged economic benefit of noncompliance), among others. He has performed this work in civil and criminal cases, as well as administrative hearings and alternative dispute resolution proceedings.
Mr. Johnson provides a range of services to help clients ensure compliance with environmental requirements, resolve complex regulatory issues, obtain agency approval of their applications and plans, and resolve disputes with agencies before they reach the enforcement stage. For the investigation and cleanup of complex contaminated sites, Mr. Johnson serves as a project management consultant, coordinating the activities of multiple consulting firms and other service providers to meet a client’s objectives. Mr. Johnson also provides clients with analyses of emerging legislation and regulations.
Mr. Johnson lectures regularly at Stanford University and has previously lectured regularly at the Stanford Graduate School of Business, the University of California at Berkeley, and the University of California at Davis. He has been a speaker at numerous conferences.
